The idea

White fianchettoes the bishop onto the long diagonal before deciding how to handle the center, combining a Queen’s Gambit-style bid for space with hypermodern pressure down the a1-h8 diagonal. Whatever Black’s central pawn ends up doing - staying on d5 or getting grabbed on c4 - it sits directly in that bishop’s sights for the rest of the game.
